Cambodia has set up its fifth correctional education center in a bid to reduce overcrowding in other prisons. On September 29, authorities moved 1,837 inmates out of the old Phnom Penh PJ prison. The detainees were sent to continue serving their sentences at the new Phnom Penh prison in Phleung Chheh Roteh commune, Kamboul district. The new site lies roughly 10 kilometers from the old facility. Transfers of this scale are meant to relieve pressure that has built up in aging city prisons. Crowding remains a chronic problem across the Cambodian penitentiary system. A prison spokesperson provided details of the relocation. The education centers are intended to give inmates structured learning and rehabilitation during their time in custody.
