After a flood of migrants poured into the Spanish city of Ceuta, the European Union has been scrambling for an urgent fix. EU interior ministers met to weigh their options as pressure from the crossings kept building. The bloc has now settled on a plan to build migrant centers in Africa. The thinking is to process people before they reach European soil, instead of dealing with waves of arrivals at the border. Ceuta, the Spanish enclave on the northern coast of Morocco, became a flashpoint when a sudden surge overwhelmed border controls and handed Europe a humanitarian and political headache all at once. European officials have not laid out how the African centers would be financed and sited. Any permanent facility on African soil will need the cooperation of the governments where it goes up, which has been the sticking point in similar plans before.
