Changing the government alone is not enough for social change, the article argues; society must also change the behavior it has treated as normal. It says public intellectuals have a decisive role at this point. They should make invisible structures visible and ask uncomfortable questions of power and the government.
सामाजिक परिवर्तनका लागि केवल सरकार बदल्नु मात्र पर्याप्त हुँदैन। समाजले सामान्य ठान्दै आएको व्यवहार बदल्नुपर्छ। यहींनिर सार्वजनिक बौद्धिकको भूमिका निर्णायक हुन्छ। उसले अदृश्य संरचनालाई दृश्य बनाउने काम गर्नुपर्छ। सत्ता र सरकारसँग असहज प्रश्न गर्नुपर्छ- चाहे त्यो सत्ता आफूले अभ्यास गरेको होस् या अरू कसैले ?
