Europäisierung und neue Bereiche wie Boden- und Klimaschutzrecht ließen das deutsche Umweltrecht weiter wachsen und machen es omnipräsent in Wirtschaft und Gesellschaft. In den 1990er Jahren traten in Bund und Ländern verfassungsrechtliche Regelungen hinzu, die Umweltschutz zum Staatsziel machten, aber lange keine große Wirkung zeigten.
