The 41-year-old grassroots volunteer died in hospital after he was allegedly stabbed by 50-year-old Toh Chee Hong at Block 311B Clementi Avenue 4 on Monday (Oct 21). Both men knew each other, the police's preliminary investigations revealed. In an interview with Shin Min Daily News on Wednesday, Khoo's mother said she was unaware of the ill feelings — if any — between her son and Toh. She pointed out that she does not live with her son and does not know details of his daily life. Describing her son as filial and family-oriented, she said that he would bring his wife and their two sons to visit her every weekend. «My son treated us very well and never denied our requests, he was very filial. I'm extremely sad; the more I think about it, the sadder I get,» she said tearfully. A relative told the Chinese evening daily that the family is grieving.

Seychelles and Malaysia work to enhance diplomatic agreements in air services 

Seychelles and Malaysia are working on diplomatic agreements in air services, according to a press statement from the Ministry of Transport on Tuesday. This was one of the main topics of discussions between the Seychelles' Minister for Transport, Antony Derjacques, and his counterpart from Malaysia, Anthony Loke. Discussions were held at the Global Air Services Negotiation event (ICAN-2024), taking place in Kuala Lampur. In order to provide insightful information as Seychelles proceeds with its proposed airport master plan, Loke also invited Derjacques and his delegation to tour Malaysia's airports. The purpose of the tour was to exchange design and best practices with Seychelles in order to modernise the Seychelles International Airport. The Seychelles Airport Masterplan was completed earlier this year and the last presentation was made to the Cabinet on June 26. As the Cabinet still had some reservations about certain infrastructures and the financial plans, these two components are being explored further. The major upgrade for the Seychelles International Airport to accommodate the increase in traffic was unveiled in 2022 by Garry Albert, chief executive of the Seychelles Civil Aviation Authority (SCAA), on the 50th anniversary of the airport's existence. In November 2022, EGIS Emirates was appointed to review and prepare an updated 30-year airport master plan for the Seychelles International Airport. Aside from discussions relating to air travel, both ministers stressed the value of people-to-people exchanges, highlighting the growing number of Seychellois students pursuing their studies in Malaysia. The ministers agreed that this academic engagement represents a vital avenue for capacity building in Seychelles, contributing to the nation's future development. To conclude their meeting the ministers reaffirmed their commitment to strengthening bilateral cooperation and continuing to engage on issues of common interest in the transportation and aviation sectors.

Briefing - Understanding EU policy on firearms trafficking - 23-10-2024

Precise figures about the numbers of illegal firearms in the European Union (EU) are lacking, but several indicators point to their widespread availability and accessibility. According to the Small Arms Survey, over half of the estimated total number of firearms held by civilians in the EU in 2017 were unlicensed. While most of these citizens had no criminal intentions, their illicit firearms could be used for self-harm or domestic violence, or end up in the hands of criminals or terrorists. Most criminals and terrorists have more sophisticated ways to get hold of illicit firearms. They can be trafficked from source countries, diverted from legal supply chains, illegally manufactured or assembled in the EU, converted from legally available weapons, or sourced on the internet. Firearms seizures suggest that the EU illicit firearms market is made up mostly of shotguns, pistols and rifles, with converted or convertible weapons also appearing frequently. Illicit firearms trafficking is driven by criminal demand, with organised crime groups that engage in firearms trafficking also involved in other forms of criminality. The EU considers illicit firearms a key crime threat precisely because they are used in many crimes and terrorist attacks. Even people who lack extensive criminal connections can access illicit firearms due to increased online trafficking and the availability of easy-to-convert weapons. The EU is actively involved in addressing the threat posed by illegal firearms by means of legislative and policy measures, and provides operational assistance to the Member States in the fight against firearms trafficking. The EU is also active in the international fight against firearms trafficking, working closely with the United Nations (UN) in its work to combat the proliferation of small arms and light weapons and engaging in the UN's global firearms programme. Although the export of arms remains a national competence, the EU has defined common rules governing the control of exports of military technology and equipment and works actively with third countries that are viewed as source or transit countries for illicit firearms.
