At the pavilion that was organized on 30 October and in which communities and embassies of various countries took part, the Eritrean community staged exhibition portraying the tourism resources, marine resources, traditional foods as well as the traditions and culture of the Eritrean people. In the same vein, the National Union of Eritrean Women branch in Italy conducted its annual assessment meeting from 27-28 October in Bologna city. The assessment meeting was attended by representatives of sub-branches from 13 Italian cities and conducted extensive discussion focusing on the strengths and weaknesses witnessed in the implementation of the charted out programs. The participants also discussed on the new era of peace and friendship prevailing in the region and the contribution that is expected from them. The Chairwoman of NUEW branch in Italy and Europe, Ms. Nigisti Tsegay gave briefing on the contribution the Keren Vocational Training Center is making in upgrading the capacity of women and enabling them become self-supportive and productive members of the society. The Eritrean Ambassador to Italy, Mr. Fessehatsion Petros on his part gave an extensive briefing on the objective situation in the homeland and the progress of the peace and friendship agreement between Eritrea and Ethiopia and called on the participants to strengthen participation. Various officials from the Bologna Municipality also presented messages of solidarity.

Mr. Musa Hussien Naib, Director General of Comprehensive Education in the Ministry of Education, said that education is the main armor to ensure equitable development and social justice. Recognizing its significance, the Governmentof Eritrea is heavily investing in promoting education throughout the nation, Mr. Mussa added. In a seminar in Sawa conducted for members of the 32nd round of national service, Mr. Musa presented a paper titled, “A Quarter of a Century Investment Made on Education in Eritrea, and Its Achievements and Challenges.” Stating that providing quality and equitable education is required to build a nation free from poverty and to ensure social justice, Mr. Musa called on the students to take advantage of educational opportunities offered to them. He further stated that the Government is exerting strong efforts to expand and reinforce higher education institutions. Documents from the Ministry of Education show that in 1991, there were 528 schools nationwide providing education to 245000students. After independence, owing to strong efforts to ensure equitable education, the number of students has increased to over 600,000 while the number of educational institutions has grown by 250% to 1937, including 7 vocational schools. In a concluding remarks, Colonel Debesai Ghide, Commander of the National Service Training Center, called on the students to take advantage of the opportunities created for them. Students at the seminar called for the introduction of technology services in all schools and qualified teachers in Warsai Yekealo Secondary School.

The Ministry of Marine Resources organized one week training on fresh water fish farming to farmers in the administrative areas of Somomo, Mai-Lafo, Adi Akelo and Adi-Tseguar, Adi-Quala sub-zone. Mr. Isaias Fesehaye from the Ministry of Marine Resources indicated that the training was aimed at encouraging the public living far from the sea become beneficiaries of fish food from near by dams. The training included technique of fresh water fish farming, vitamin contents of fish, job opportunity that could be created from fish farming as well as various ways of preparing fish for food. The participants indicating that the training will have significant contribution in improving their livelihoods, called for organizing similar training programs for others that live nearby dams.

The administrator of Gelalo sub-zone, Northern Red Sea region, Mr. Mahmud Ibrahim conducted a meeting with the residents of the sub-zone focusing on preserving and judicious usage of natural resources. Mr. Mahmud called on the resident to keep up the good culture of preserving forestry and marine resources that have been practiced by the residents for long period of time and transfer to generations. Explaining of the progress of the implementation of the charted out development drives, Mr. Mahmud called on the public to proper use the social service provision institutions put in place in the sub-zone and strengthen participation in the implementation of the projects. The residents called for alleviating the shortage of health practitioner, upgrade the elementary school to junior high school as well as for providing due attention for the existing transportation problem in the sub-zone.

As part of the effort to expand the saving and micro-credit program in the Gash Barka region, new village banks have been established at three administrative areas in the Forto-Sawa sub-zone. The saving and micro-credit program provides soft loan opportunity to members of the society engaged in small scale trade, agricultural and livestock breeding activities. The representative of the saving and micro-credit program in the sub-zone, Mr. Girmai Beraki said that the newly established village banks are in the administrative areas of Homib, Ribda and Molover and that already 321 citizens including 89 females have become beneficiaries. Indicating that over 2 million Nakfa has been disbursed to beneficiaries, Mr. Girmai said that the beneficiaries engaged in agricultural, livestock breeding and small scale trade activities have registered praiseworthy achievements. Pointing out that there are 930 customers including 395 females in 16 administrative areas in the Forto-Saw sub-zone, Mr. Girmai went on to say that 4.6 million Nakfa has been distributed to beneficiaries. The beneficiaries on their part indicated that their livelihoods are improving owing to the opportunity provided by the program.

The National Association of Eritrean War Disabled Veterans (NAEWDV) organized seminar on 27 October in Barentu focusing on the vision, mission and objectives of the association. The Chairman of the association, Mr. Gebrebrhan Eyasu reported that the association has exerted strong effort through the regional and sub-zonal organs of the association and branches in the Diaspora to improve the livelihoods of the war disabled nationals. At the seminar, detail report was presented as regards the researches conducted, the workshops organized, organizational and information activities, follow up and improvements of social services, development of academic and vocational capacity of members, strengthening economic capacity of members, creating job opportunities, strengthening micro-credit and saving program as well as activities of branches inside the country and abroad. The participants conducted extensive discussion on the report presented and adopted recommendations. Praising for the strong effort being conducted by the association, the Governor of the Gash Barka region, Mr. Feshaye Haile, called on the public to reinforce participation in the effort that the association is making to improve the lives of the war disabled veterans.

The Ministry of Health reported that strong effort is being exerted to eradicate the prevalence of Trachoma by 2021. The report was made at a meeting conducted in Keren from 22 to 24 October. At the meeting in which heads of the Ministry of Health from all regions, directors of hospitals as well as eye surgical experts and partners took part, extensive discussion was made on the achievements registered and challenges encountered. Indicating on the big achievements registered, Dr. Kesetebrhan Solomon, head of the Ministry of Health branch in the Anseba region, called for integrated efforts to fully eradicate the prevalence of Trachoma that is already on the verge of extinction. The head of Blindness Control Program in the Ministry, Mr. Alem Zekarias indicated that Trachoma has been the second cause for blindness in Eritrea and that owing to the integrated efforts on the part of the Ministry of Health and stakeholders the disease is on the verge of extinction. According to the preliminary research conducted, there is strong evidence that Eritrea will become Trachoma free in the next three years and that the role of administrations, schools and village health coordinators is significant to that regard.

The objective of the establishment of the Confederation of trade unions of eight East African countries, namely, Eritrea, Ethiopia, Somalia, Djibouti, Kenya, Uganda, Sudan and South Sudan, is to promote free movement of people in the region, and actively engage for better life of workers and the people, report indicates. In an election conducted at the founding Congress, Mr. Tekeste Baire, Secretary-General of the National Confederation of Eritrean Workers was elected as President of HACTU and Mr. Kassahun Follo, President of the Ethiopia's Trade Unions Confederation, as Secretary-General. After his election as president, Mr. Tekeste Baire said the confederation will play a significant role in defending the rights of workers and also in promoting peace and stability in the region. The structure of the HACTU comprises president, two deputy presidents, and secretary-general. The headquarters of the Confederation is decided to be in Addis Ababa, Ethiopia.

The Ministry of Labor and Human Welfare indicated that two Eritrean nationals have contributed over 30 thousand Nakfa in support of orphans. Asmara, 28 October 2018- The Ministry of Labor and Human Welfare indicated that two Eritrean nationals have contributed over 30 thousand Nakfa in support of orphans. According to the report from the ministry, Ms. Salem Tewolde contributed 20 thousand Nakfa and Priest Russom 10,325 Nakfa. The nationals said that supporting orphans and families of martyrs is not to be left for the government only and called on citizens to shoulder the responsibility and enable the disadvantaged citizens become self-supportive and productive members of the society.

A meeting on the role of strong organizational capacity of women in the success of the national development programs and socio-economic and political participation of women was conducted on 22 October in the port city of Massawa. Indicating that strengthening organizational capacity and awareness has significant contribution in ensuring the participation of women in all sectors of development, Ms. Jimaa Mahmud Raki, head of the National Union of Eritrean Women branch in the Northern Red Sea region, called for the integrated effort of all concerned bodies and society in supporting women in developing their academic and vocational skills. Stating that strong initiative and hard work are the foundations for success, Ms. Jimaa reminded women to equip themselves with determination and hard work in order to succeed in life and that the Union with its partners is ready to help them in all their endeavors. The participants on their part commending the efforts exerted to support them called for training to be organized for traditional midwives in remote areas, conducting campaigns aimed at ensuring the sustainability and increased participation of women in education among others.

The beneficiaries of saving and micro-credit program in the Central region said that the program is significantly contributing in improving their livelihoods. Asmara, 28 October 2018- The beneficiaries of saving and micro-credit program in the Central region said that the program is significantly contributing in improving their livelihoods. The beneficiaries that are engaged in small scale businesses stated that the program has enabled them develop their businesses and are paying back their debts stage by stage. The beneficiaries that have received loans ranging from 10 to 100 thousand Nakfa are engaged in selling building materials, steel and wood works, weaving, beauty saloon, selling fruits and vegetables as well as pastries. Indicating that they are economically in good condition owing to the loan they received from the program, the beneficiaries called on others to benefit from the program and improve their livelihoods. The saving and micro-credit program has 51 village banks in 16 administrative areas in the Central region and has about 5 thousand customers.

Asmara, 26 October 2018- The Ministry of Agriculture organized a workshop from 25 to 26 October in Asmara to finalize the draft animal health proclamation. The workshop was in continuation of the similar workshop conducted from 18 to 19 October. At the workshop in which representatives from the six regions and line ministries as well as experts of animal science took part, Mr. Tekleab Misghina, D. G. of Regulations and Control at the Ministry of Agriculture, indicated that over 80% of the Eritrean population leads its life through agriculture and herding and that the animal health proclamation attests to its significance. Pointing out that the Ministry of Agriculture in the past 20 years has been designing various proclamations and regulations to ensure the contribution of animals in the national economy, Mr. Tekleab said that speaking about animal health is speaking about human health. Mr. Tekleab went on to say that the participation of experts in such a workshop has significant contribution in finalizing the animal health proclamation. The draft proclamation that comprises 149 chapters includes the process that should be taken to prevent and control animal diseases, prevent the harm that may occur on humans due to animal diseases, regulating the import and export of animals as well as other relevant issues. Eritrea is member of the World Animal Health Organization since 1994.

Mr. Osman Saleh, Minister of Foreign Affairs of Eritrea and Dr. Werkneh Gebeyehu, Minister of Foreign Affairs of Ethiopia met and held talks on 24 October with Mr. Enzo Moavero Milanesi, Minister of Foreign Affairs and International Cooperation of Italy. Asmara, 26 October 2018- Mr. Osman Saleh, Minister of Foreign Affairs of Eritrea and Dr. Werkneh Gebeyehu, Minister of Foreign Affairs of Ethiopia met and held talks on 24 October with Mr. Enzo Moavero Milanesi, Minister of Foreign Affairs and International Cooperation of Italy. The meeting was conducted at the side line of the Second Italy-Africa Forum held in Rome from 24 to 25 October. At the meeting the Foreign Ministers discussed on the contribution of Italy in the strengthening of the peace and cooperation between Eritrea and Ethiopia as well as the stability of Somalia and the region. During their discussion the Foreign Ministers underlined on the significance of lifting of the sanctions imposed on Eritrea by the United Nations. Mr. Enzo Moavero Milanesi also expressed his country’s readiness to cooperate and become partner in economic and sustainable development initiative with Eritrea and Ethiopia.

Your Excellency Moavero Milanesi, Minister of Foreign Affairs of Italy, Your Excellency Moavero Milanesi, Minister of Foreign Affairs of Italy, My Fellow African Ministers, Distinguished Delegates, Ladies and Gentlemen Let me begin by thanking Italy for organizing this important forum to promote Africa-Italy relations for the second time in this eternal city, Rome. My brother and colleague, Workneh, the Foreign Minister of Ethiopia, and I have been asked to make some remarks on our experience of taking full responsibility and ownership of making peace. Four months ago, Eritrea and Ethiopia gave themselves, their peoples, the Horn of Africa, Africa and the world, a pleasant surprise, the gift of peace and friendship. They decided that the conditions and the time were right to end a sad and abnormal chapter in their relations and go back to normalcy, over the years, many had offered to mediate between the two countries to no avail. And when peace finally broke out, it did not require any mediation. The two countries did it on their own. Ethiopia accepted the Algiers Agreement unconditionally. Eritrea decided to send a delegation to Addis Ababa. A week later, Prime Minister Abiy Ahmed visited Eritrea and the Peace and Friendship Agreement between the two nations was signed. Many think that the peace was preceded by protracted behind-the-scene negotiations.  That was not the case. The first time that the two sides met and talked was when the Eritrean delegation landed in Addis Ababa. And it was not just a physical encounter. It was a meeting of minds. Eritrea and Ethiopia have not just made peace. They have embarked on a partnership of complementarity and synergy, determined to make up for the lost time and opportunities. They are prioritizing joint interests, and investing in joint programs and projects. They have opened their common borders for the free movement of people and goods. Eritrea and Ethiopia have not limited themselves to forging the closest of bilateral relations. They have embarked on jointly fostering a regional partnership. Already, Eritrea, Ethiopia and Somalia have signed an Agreement on Comprehensive Cooperation in a tripartite summit in Asmara. They are determined to make it inclusive of the whole region. They need and welcome the contribution of all external partners, including, of course, Italy, which has long association with the region, as was underlined by the recent visit of Prime Minister Conte to Ethiopia and Eritrea. Thank you.

Mr. Chair, At the outset, I would like to commend the manner in which you are steering the work of the Committee. Last week, under agenda item on the Promotion and Protection of Human Rights, the Third Committee discussed the progress and gaps in the promotion and protection of human rights worldwide.The take away from discussion is that the promotion of human rights for all remain a challenging task for every nation; and, that international partnership in addressing issues of human rights is best served by constructive dialogue and, not through politicisation, double standard and stigmatisation.In the discussion, Eritrea shared its views on the border issues of promotion and protection of human rights. Today without engaging in acrimoniesI would like to highlight the following. Mr. Chair, Peace and security, development, and human rights are three critical pillars of the work of the United Nations, each having an impact on the other.The respect for rights of the human person,seating at the centre of these intersections,is enhanced or hampered by how much progress is made in each pillar. In this connection, with the dawn of peace in the Horn of Africa, Eritreans are joyous and filled with a strong sense of optimism, deservedly so, after enduring and overcoming decades of adversity through resilience. The mindset and the resources that were devoted and diverted, justifiably, to maintain peace and security for several decades, will now bere-directed to other vital sectors to accelerate socio-economic progress, consolidate the rule of law and strengthen national institutions. We are determined to accelerate our efforts to create a country where peace, justice and democracy prevail. A modern and dynamic nation anchored on equitable development, social justice and harmony. Mr. Chair, The leaders of the region are joining hands and redoubling their efforts to develop a shared vision and strategy to make up for lost opportunities.This is a remarkable watershed in the region. The international community has welcomed the new developments as significant and historic. What is needed from the wider international community is encouragement and solidarity for the region to sustain peace and meet the aspirations of its people. The negative impact of the sanctions on the full enjoyment of human rights of the Eritrean people cannot be underestimated. It harms meaningful regional cooperation and economic integration.Consequently, countries in the region, members of the Council as well as the Secretary-General of the UN are adding their voices to the call for the lifting of the sanctions on Eritrea. The region views it as a hurdle that ought to be removed immediately to promote peace, stability and prosperity. In this regard, my delegation wishes to take this opportunity to once again call on the international community and the Security Council to bring an end to the unjustified sanctions; thereby, demonstrating to the people of the Horn of Africa that they ready to accompany them on their progress. Mr. Chair, The UPR is the best tool to address human rights in all countries in a constructive manner. In full consideration to the UPR mechanism, Eritrea has submitted its third periodic report to the Human Rights Council, detailing achievements, challenges and the hard work ahead to attain higher standards in respect of human rights and fundamental freedoms. Out of the 92 recommendations that Eritrea accepted during its second cycle,80 recommendations (85.87%) are fully implemented, and 12 recommendations (14.13%) are partially implemented.Additionally, Eritrea is presenting its Voluntary National Report to the UN High-Level Political Forum in 2019 to share the policies in place and the commitment needed in the implementation of the Sustainable Development Goals, including SDG 16 which covers, the promotion of peace, access to justice and the development of effective and accountable institutions. Mr.Chair, Before I conclude my brief remarks, let me extend my delegation's profound appreciation to all the countries that placed trust and confidence on Eritrea to serve in the Human Rights Council for three years, beginning January 2019. Eritrea is committed to fulfilling its responsibility to the fullest during its mandate. It will endeavour to strengthen dialogue and consultation and to establish a balanced and inclusive approach to all issues and situations to advance the human rights agenda of the Human Rights Council. Massawa, 24 October 2018- The Ministry of Agriculture branch in Foro sub-zone organized training for 28 farmers from five administrative areas aimed increasing their capacity and there by boost production. The trainees were from the administrative areas of Zula, Afta, Hadish, Airomale and Malka and the training included on seeds development and control, vegetables and fruits farming, soil and water conservation as well as application of fertilizers and pesticides. The head of the branch office, Mr. Tesfai Tewolde said that the training will have significant contribution in developing the capacity of the farmers and called for transferring their knowledge to fellow farmers in their areas. He also called for timely information in case of unusual occurrences in their farms. In Foro sub-zone there is about nine thousand arable lands.

The Governor of the Anseba region, Mr. Ali Mahmud called for strengthening participation for augmenting the economic capacity of the war disabled veterans.   Keren, 23 October 2018- The Governor of the Anseba region, Mr. Ali Mahmud called for strengthening participation for augmenting the economic capacity of the war disabled veterans. Speaking at the event organized on 22 October in Keren city in connection with the Silver Jubilee of the establishment of the National Association of Eritrean War Disabled Veterans (NAEWDV), Mr. Ali expressed readiness of the zonal administration to support the effort being made to improve the livelihoods of the war disabled veterans. Commending the activities conducted in the Anseba region to improve the lives of the war disabled veterans, Mr. Dawit Gebrekrstos, head of the branch office in the region, said that sustainable efforts will be conducted to rehabilitate war disabled veterans with income generating schemes. The event was highlighted by cultural and artistic performances as well as photo exhibition depicting the activities of the association.

The workshop was attended by the Governor of the Central region, Maj. Gen. Romodan Osman Aweliay, the Chairman of the PFDJ in the Central region, Mr. Yosuf Saiq, other officials of the Central region, heads of line ministries, members of the Assembly in the region, area administrators and community magistrates. Indicating that the objective of establishing community magistrates was to provide legal service to the community in its vicinity, Ms. Fauzia Hashim, Minister of Justice, said that the community magistrates have been exerting effort to provide timely and efficient legal service to the community. Minister Fauzia pointed out that the objective of the workshop is also to include the traditional way of resolving conflicts. Minister Fauzia underlined that justice is not to be left for professionals only and called on the public to shoulder the responsibility in ensuring social justice. The new proposal for strengthening the community magistrates includes ensuring public participation as well as electing competent elders capable of resolving conflicts, Ms. Fuazia added. The participants on their part conducted extensive discussion on the proposal presented and adopted recommendations.

The Ethiopian Government delegation was led by H.E. Workneh Gebeyehu and the ONLF delegation was led by Admiral Mohamed Omar Osman.The government delegation included the Ethiopian Minister of Finance, H.E. Ahmed Shide and the President of Somali Regional State, H.E. Mustafa Muhumed Omer. The ONLF delegation included Secretary General, Hon. Abdirahman Mahdi, Foreign Secretary, Hon. Ahmed Yassin Abdi and Finance Secretary, Hon. Ibado Herse Hassan. Affirming to uphold all the political rights enshrined in the Ethiopian Constitution and recognizing the need to address the root cause of the conflict, both parties hereby agree: -    To end hostilities towards each other; -    That the ONLF shall pursue its political objectives through peaceful means, with assurances that the FDRE will respect and uphold the provisions of its Constitution; -    To establish a joint committee to further discuss substantive issues pertaining to the root causes of the conflict in the region through continuous engagement inside the country. This declaration was done in Asmara on 21 October 2018

The Federal Democratic Republic of Ethiopia and the Ogaden National Liberation Front (ONLF) signed peace agreement on 21 October in Asmara. Asmara, 22 October 2018- The Federal Democratic Republic of Ethiopia and the Ogaden National Liberation Front (ONLF) signed peace agreement on 21 October in Asmara. The agreement included that the two sides end hostilities towards each other, that the ONLF to pursue its political activities in Ethiopia through peaceful means as well as to establish joint committee to further discuss substantive issues. The document was signed by Dr. Workneh Gebeyehu, Minister of Foreign Affairs, on the Ethiopian side and by Admiral Mohammed-Omar Osman, Chairman of ONLF. Indicating that the ONLF has been conducting armed struggle for 34 years, Dr. Workneh said that the decision it made to pursue its political activities inside the country through peaceful means is historic. The Chairman of the front, Admiral Mohammed-Omar on his part said that they reached the decision encouraged by the new positive development in Ethiopia and expressed commitment to ensure sustainable peace and development in the Somali region as well as to contribute its part in the peace process in Ethiopia. Mr. Ahmed Shide, Minister of Finance of the FDRE, on his part indicating that Ethiopia is in a transition stage, said that the peace agreement will have significant contribution in ensuring peace and prosperity in the country.

The delegation included the UNFPA Regional Director for East and Southern Africa Region, Dr. Julitta Onabanjo and Mr. Ramiz Alkbarov, UNFPA Policy and Strategic Division Head at the UN Headquarters. During its stay in Eritrea from 18 to 19 October, the UN delegation met and held talks with Mr. Osman Saleh, Minister of Foreign Affairs, Dr. Gergis Teklemicael, Minister of National Development, Ms. Amina Nur-Husein, Minister of Health as well as with heads of NUEYS, NUEW and College of Health Sciences, focusing on bilateral relations and the progress of the peace process between Eritrea and Ethiopia and its contribution in the development of the two countries. During his meeting with the UN delegation, Minister Osman Saleh indicated that the Government of Eritrea has been exerting strong effort believing that peace is the foundation for all development initiatives, and that the peace agreement reached with Ethiopia and other countries will have significant impact in the region. Minister Osman also called on the United Nations to support the initiative and play its due part in the development programs and mutual cooperation. Mr. Dereje Wordofa on his part congratulating for the peace agreement reached between Eritrea and Ethiopia, expressed his expectation that the agreement will positively influence the Horn of Africa. At a meeting with the Minister of National Development, Dr. Gergis Teklemicael, the UN Assistant Secretary General expressed his appreciation for the progress Eritrea has registered in the sectors of health, education, agriculture and in other sectors as well as the cooperation it is conducting with the UN agencies through the “Strategic Partnership Cooperation Framework 2017-2021”. Indicating that nation building is a long process and requires commitment and proper planning, Dr. Gergis said that the Government of Eritrea is working by integrating resources to meet the Sustainable Development Goals 2030”. The UN delegation accompanied by Ms. Amina Nur-Husein, Minister of Health, visited the Fistula Treatment Center in the Southern region Referral Hospital as well as the Maternity Center in Adi-Quala Community Hospital and was provided briefings on the activities of the hospitals.

Community led environmental sanitation program that has been exerted in the Northern Red Sea region since 2009 is significantly contributing in ensuring the health of nationals, the Ministry of Health branch in the region stated. Mr. Hagos Milkias, head of environmental sanitation unit at the branch, indicated that commendable environmental sanitation activities aimed at preventing water borne diseases have been conducted in the previous years. Pointing out that half of the villages in the region have introduced latrines and are able to ensure environmental sanitation and public health, Mr. Hagos said that the Ministry of Health along with its partners is exerting effort to introduce latrines to the remaining villages. Mr. Hagos called for the conducting proper inspection on water sources and  administrations and families to increase contribution for the successful implementation of the program.

A workshop aimed at strengthening the teaching-learning process was organized on 9 and 10 October in the Emni-Haili sub-zone. The workshop was attended by school directors, supervisors and teachers from 37 schools in the sub-zone. The head of education in the sub-zone, Mr. Merih Kiros called on teachers to apply student centered educations in all levels and especially in junior and pre-schools. Indicating that teachers have significant contribution in nurturing disciplined and competitive students, Mr. Merih called on teachers to make ample preparation for delivering their knowledge to students. Mr. Abraham Mekonnen, administrator of the sub-zone, indicating that parents and the administrations are doing their level best to create conducive atmosphere for teachers, called for identifying shortcoming of schools and take remedial measures. The participants on their part said that lack of follow-up of parents on their children has been the main reason for the low performance of students and called for strengthening participation in the effort to reinforce the teaching-learning process.

The head of the Association branch in Gash Barka region, Mr. Shmwele Weldegergish said that since its establishment in 1993, the Association has been engaged in improving the lives of the families of the war disabled veterans and that encouraging result has been registered thanks to the clustering of the veterans in regional, branches and units. Pointing out that there are 3,400 including 500 females members of the association in Gash Barka region, Mr. Shmwele underscored that 2,140 of the veterans have become direct beneficiaries of the association and have improved their livelihood involving in various business sectors.

At the seminar organized for nationals in Abu Dhabi and its environs, Ambassador of Eritrea to the UAE, Mr. Osman Mohammed-Omer underlining the new era of peace prospect is the result of the resilience and steadfastness of the people and Government of Eritrea, called for augmenting contribution in the implementation of the peace and friendship agreement between Eritrea and Ethiopia. Similarly, at a seminar organized for Eritrean nationals residing in Kuwait, Mr. Humed Yahya Hali, Charge d’Affairs at the Eritrean Embassy in Kuwait, provided briefing on the progress of the implementation of the peace and friendship agreement between Eritrea and Ethiopia and the prospect of cooperation that has created among countries of the region. He also said that the new era of peace and friendship has been the result of the unity and perseverance of the people and Government of Eritrea and called for its sustainability. In related news, the Ambassador of Eritrea to the Republic of South Sudan, Mr. Yohannes Teklemicael conducted a seminar for Eritrean youth residing in Juba on 14 October regarding the objectives, principles, organizational and political affairs of the PFDJ as well as on the successes so far achieved and challenges encountered. At the seminar, Mr. Yohannes gave briefing on the activities of the YPFDJ movement and expressed conviction that the PFDJ and other national associations and task forces will work with great vigor to strengthen national unity, inculcating nationalism and combating anti social and sub-national tendencies. In the same vein, the National Union of Eritrean Women (NUEW) branch in Germany conducted six month activity assessment meeting on 13 and 14 October in Frankfurt. Opening remarks of Mr. Tekleab MisghenaDirector General, Regulatory Services Department, Ministry of Agriculture  At Draft Seed Legislation Discussion Workshop Opening remarks of Mr. Tekleab Misghena Director General, Regulatory Services Department, Ministry of Agriculture  At Draft Seed Legislation Discussion Workshop Dear friends, Colleagues, Invited Guests, Ladies and Gentlemen, To begin with, it is my pleasure to welcome you all to this important workshop and on behalf of the Ministry of Agriculture I am honored to say few remarks on the opening occasion of this workshop. We all understood that production and productivity of agricultural crops greatly depend on seed quality. This is of course without forgetting inputs such as fertilizer and others. The issue becomes so important to us where existing production and productivity of agricultural crops are low and at the same time substantial efforts are being made for ensuring a significance contribution of the agricultural sector to national food security. The availability of quality seed begins in research, where Eritrea’s agricultural research institutions are making relentless efforts in developing new varieties field and vegetable crops. So far more than 40 varieties of field crops, mostly wheat and sorghum, have been developed by NARI. A number of these varieties are now being used in seed multiplication programs through contractual farmers. Seed multiplying farmers are being organized in clusters, which simplifies the distribution of inputs and seed inspection services. For the seed sub-sector to be sustainably managed it has to be supported by some legal means. Issues such as varietal development, seed multiplication, and marketing and regulatory inspection services should be legally supported. But we should also understand that our seed legal system should serve the real issues on the ground and not becoming too ambitious which cannot be implemented. Among others, the conservation of local varieties, which could be eroded with the development and introduction of new varieties, and the uncontrolled export of germ plasma are some of the issues we need to remind ourselves while reviewing the draft legislation. Just to give you some brief background information about the present draft seed legislation, which we belief can serve as the basis for our discussion. The draft legislation was prepared in 2005, which was the result of a seed technical evaluation conducted by a consultant supported by the European Union. A brief consultative process was conducted at that time, which is now 13 years. In view of the limited consultations made then and the time which has elapsed so far, there is a need to look at it again. In its present form the draft seed legislation has a separate set of implementing regulations. In our discussions we may wish to endorse this approach or instead we may decide to have one piece of seed legislation only. This is open for discussion. A seasoned person, Dr. Miti from Zambia, has been recruited by the Ministry of Agriculture as a consultant to guide us in the process to review the draft legislation. Before I conclude, Ladies and Gentlemen, I would like to take this opportunity to sincerely thank the European Union for providing the necessary financial and technical support to undertake the review process. The visit was part of the heightened diplomatic cooperation between the three nations and the continuing dialogue process following the trilateral agreement signed by the leaders of Eritrea, Ethiopia and Somalia in Asmara in September 2018. The Foreign Minister of the State of Eritrea H.E Osman Saleh Mohammed and the Foreign Minister of the Federal Democratic Republic of Ethiopia H.E Workneh Gebeyehu paid an official visit to Mogadishu, Somalia on 17 October 2018. The visit was part of the heightened diplomatic cooperation between the three nations and the continuing dialogue process following the trilateral agreement signed by the leaders of Eritrea, Ethiopia and Somalia in Asmara in September 2018. During the visit, the Foreign Ministers were received by the Somali Foreign Minister and paid a courtesy call on H.E Mohamed Abdullahi Mohamed Farmaajo, President of the Federal Republic of Somalia. The Ministers also held talks with Prime Minister H.E Hassan Ali Khaire.In the course of the engagements, the leaders discussed progress on the trilateral agreement of joint cooperation in the economic, political and security fields and reaffirmed their continued commitment to contributing jointly to peace, stability and progress in the Horn of Arica. The leaders also considered the positive developments in the region since the signing of the trilateral agreement, such as the reopening of borders between Ethiopia and Eritrea and the resumption of direct commercial flights to the capitals of all three nations.While conveying messages on behalf of their Heads of State and Government, the Foreign Ministers of Eritrea and Ethiopia reaffirmed their firm support for the Federal Republic of Somalia and the Somali people. The Ministers commended the recent progress made by the Federal Government of Somalia in their reforms of the economic and security sectors as well as the progress on the various political processes. The Foreign Ministers appreciate the Somali people and Federal Government’s reform efforts expressing the growing trust in Somalia’s institutions by the international community.The ministers reiterated that Eritrea and Ethiopia will continue to stand firmly by the people of Somalia and its leadership as they present the best hope for the nation’s recovery. They called upon the entire international community to stand united in support of the Federal Government’s efforts in pursuing much needed reforms to foster Somalia’s long-term recovery.Ministers of Eritrea and Ethiopia appeal to all stakeholders internal or external to work towards the peace and stability of Somalia.While reaffirming their mutual respect for the sovereignty, territorial integrity, political independence of all three nations, the leaders restated their commitment to the security, prosperity and stability of the region.At the end of the visit, the Foreign Ministers expressed their sincere gratitude for the cordial hospitality accorded to them and their delegation.Mogadishu, 17 October 2018

Asmara, 17 October 2018 – The National Association of the Eritrean War Disabled Veterans has today, 17 October commemorated its Silver Jubilee of its establishment at the Asmara Palace Hotel. At the event in which ministers, higher Government and PFDJ officials, members of the Diplomatic Corps, members of the Association and invited guests took part, Ms. Luul Gebreab, Minister of Labor and Human Welfare, indicated that the National Democratic Program designed at the 1st Organizational Congress of the EPLF in 1977 included rehabilitation of war disabled veterans and their families and that attests to the far sightedness and astuteness of the organization. Ms. Luul went on to say that the Government of Eritrea has been exerting strong effort to create opportunities to enable war disabled veterans become self-supportive and productive members of the society. The Chairman of the association, Mr. Gebrebrhan Eyasu said that the association has been working in collaboration with the Government and stakeholders to rehabilitate war disabled veterans with income generation schemes and that the question of the war disabled veterans is not to be left to the Government only and called on the public to shoulder the responsibility. At the event, research papers on “Employment and Socio-Economic Situation of War Veterans” and “Transformation and Integration of War Disabled Veterans” were presented by Dr. Giorgis Tekle and Prof. Abebe Kileyesus from the College of Adi-Keih College of Business and Social Science. The participants called for due attention to the war disabled veterans in the construction of buildings and institutions as well as free of charge of transportation and medical services. Established in 1993, the National Association of the Eritrean War Disabled Veterans comprises over 18 thousand members.

At a panel discussion conducted on 11 October in connection with the Silver Jubilee of the Association, it was stated that a number of members of the association in the region are being rehabilitated in various businesses and improving their lives, thanks to the support from the Government, society and the association. It was noted that public attitude toward the disabled has improved and that call was made on the part of all concerned bodies to continue supporting the disabled veterans in all their endeavors. The head of the Association branch in the Northern Red Sea region, Mr. Mohammed Seid Shengeb said that war disabled veterans clustered in groups are engaged in agro businesses, livestock herding, and small scale businesses.Indicating that due attention is being given to female disabled veterans, Mr. Mohammed-Seid said that micro-credit opportunities have been created to 20 female disabled veterans and that similar support will be provided to many others in the future. The National Association of the War Disabled Veterans branch in the Northern Red Sea region comprises of 855 members including 110 females.

Explaining on the charted out development programs and their progress, Mr. Ibrahim called on the nationals to integrate their knowhow and economic resources in the success of the promising prospect of peace and cooperation. The participants on their part expressed support for the peace and friendship agreement and readiness to strengthen contribution. Ladies and Gentlemen!At the outset I warmly welcome you all for taking your time to participate in this year’s World Food Day.  The theme of this year is “Our Actions are our Future – A Zero Hunger World by 2030 is possible.”Dear Participants!Before we talk about our actions, I am sure, you can appreciate that proper diagnosis about the situation on the ground must be made.  Eventhough achieving Zero Hunger is a function of concerted efforts among many sectors, the most significant actor is the agricultural sector simply because about eighty percent of the world’s poor live in rural areas where people depend on agriculture, fisheries and forestry for a living.As it is documented by the relevant global institutions and especially the FAO, conflict, climate, the economy, inequality are some of the reasons why the goal of Zero Hunger World may seem more difficult to achieve than before.Dear Participants! It is to be remembered that world leaders met in 1996 and 2001 to reduce the number of hungry people by half by 2015.  This happened to be a miserable failure.  A 2017 FAO report shows that more than 820 million people. (Almost the same as that of 1996) world-wide still suffer from chronic hunger and under nourishment.Considering this background, the different actors including the Government, small holder farmers, small and medium commercial farmers, The Crop and Livestock Corporation, research institutions, extension networks, academia, development partners, the private sector, and the media must play their respective roles in a coordinated fashion inorder to create a Zero Hunger World where no one is left behind come 2030.Dear Participants! The basis of this noble mission is clear and enabling policy and strategy which is consciously and responsibly shared by the different players.In the Eritrean context, we are well on track to meet the SDG goal number 2 with our clear focus on intensification, integration and value addition to achieve food and nutrition security.We have a very clear strategy for the bulk of our farming public, which is the small holder farmers.  It is called “The Minimum Integrated Household Agricultural Package (MIHAP)” whose document is in your bag and whose documentary you are about to see.For the other category of farmers, we have embarked on ambitious programmes of multiplication of improved seeds like wheat, sorghum, pearl millet, potatoes etc. in clusters inorder to impact on the overall productivity.  We are establishing farmers field schools, even if they have to be under  tree shades, throughout the country, so that farmers can meet regularly to share experiences from one another and from the extension agents which at this time, are being assigned in villages or cluster of villages in a specific area. The Research, Extension, Regulatory, Higher Institutions of learning, Forestry and Wildlife Authority, and related sister sectors are also playing their part to increase agriculture production and productivity while protecting the environment.Dear Participants,All of the above mentioned coordinated actions are making tangible difference for the better and it is, indeed, true that OUR ACTIONS ARE OUR FUTURE – A Zero Hunger World by 2030 is Possible.In conclusion I would like to express my gratitude to all those who have contributed to the endeavor of achieving a hunger free world and appeal to them to step up their efforts.Finally, I commend the organizing committee for a job well done and at this opportune time, I would like to inform the audience that we are expecting very good harvest because of the good and well distributed rains plus the effort of our farmers.Thank you for your attention!16/10/2018

Asmara, 15 October 2018- President Isaias Afwerki returns home concluding two-day official visit to Ethiopia at an invitation of Prime Minister Dr. Abiy Ahmed. President Isaias Afwerki, Prime Minister Dr. Abiy Ahmed and former Prime Minister, Mr. Hailemariam Desalegn jointly inaugurated the Omo Kuraz 3 Sugar Factory located in southern Ethiopia. According to the briefing provided to the delegation, the Sugar Factory worth more than 8 billion Birr has the capacity of producing daily from 8 to 10 thousand quintals of sugar and permanent and temporary employment opportunity for about 3,500 people. Indicating that Ethiopia possesses enormous natural resources and that was not exploited as expected, Prime Minister Dr. Abiy said that strong effort is being exerted to dvelopthe resources. Dr. Abiy Ahmed commending President Isaias for his significant contribution in the development of the peace and friendship accord between Eritrea and Ethiopia and that the official visit of the President is to initiate joint programs between the two countries. President Isaias on his part expressed appreciation for the invitation to participate in such big development program and that Eritrea will gain important experience from the project. He also wished success to the Ethiopian people. President Isaias and his delegation accompanied by Prime Minister Dr. Abiy Ahmed visited the natural resources, tourism sites as well as crocodile farm in Arba-Minch. During their visit to Jimma and its environs, President Isaias and his delegation were accorded warm welcome by the Saka-Chekorsa people. The elders of Ormo people also presented to President Isaias gifts depicting the culture of the society. Upon returning to Addis Ababa, President Isaias Afwerki and Prime Minister Abiy Ahmed held discussion on the progress of the peace and friendship agreement, on future programs as well as on the developments in the Horn of Africa. The UN General Assembly today, 13 October elected Eritrea to the Geneva based Human Rights Council, the UN body responsible for promoting and protecting human rights around the globe. Asmara, 13 October 2018 - The UN General Assembly today, 13 October elected Eritrea to the Geneva based Human Rights Council, the UN body responsible for promoting and protecting human rights around the globe. According to report, the Assembly elected 18 states by secret ballot to serve as members of the Council for the next three years beginning from 1 January 2019. Along with Eritrea, Burkina Faso, Cameroon, Somalia, and Togo from Africa, and Argentina, Austria, Bahamas, Bahrain, Bangladesh, Bulgaria, Czech Republic, Denmark, Fiji, India, Italy, Philippines, and Uruguay from other regional groups have also been elected to the UN body. Based on the election process of the Assembly, the 18 new members were elected according to the following pattern: 5 seats for African States, 5 seats for Asia-Pacific States; 2 seats for Eastern European States; 3 seats for Latin American and Caribbean States; and 3 seats for Western European and other States.
