Briefing - Amendments to banking capital requirements legislation - 08-07-2024

On 27 October 2021, the Commission tabled two interconnected proposals to amend the Capital Requirements Regulation (CRR) and the Capital Requirements Directive (CRD), which together form the EU prudential regulatory framework for banks. The aim of the proposals was to implement the final arrangements of the Basel Agreement and enhance the harmonisation of banking supervision in the EU. The main proposed amendments included i) introducing an 'output floor', i.e. a lower bound for minimum capital requirements calculated using banks' own methods; ii) considering environmental, social and governance (ESG) aspects when conducting risk assessments; and iii) standardising the selection of board members and directors of credit institutions. The co-legislators reached a provisional agreement on 29 June 2023, and the final acts were published in the Official Journal of the EU on 19 June 2024. The 'output floor' will be applied at the entity level and fully implemented over a transitional period. ESG risks will be considered part of the prudential framework, taking into account the EU's carbon neutrality objective. Third edition. This report evaluates the need and scope for an EIT Knowledge and Innovation Community (KIC) focused on water, marine, and maritime areas (KIC WMM). It identifies existing gaps in innovation ecosystems and recommends thematic focus areas with the highest potential for technological development, market deployment, and benefits for EU citizens. Key stakeholders, public engagement methods, funding mechanisms, and legal and regulatory barriers are analysed. Policy options are provided to foster innovation and market deployment in alignment with the European Green Deal and other EU strategies. The report highlights high-impact technologies for sustainability goals and areas needing further research and regulatory changes. It concludes that a WMM KIC would enhance the innovation ecosystem, education, and entrepreneurship in the relevant sectors, bolstering Europe's leadership in the global water and blue economy. $3b money laundering case: Convict Wang Dehai deported to the UK

SINGAPORE - Wang Dehai, the last of 10 foreigners to plead guilty in the $3 billion money laundering case, has been deported to the UK. He was deported on July 6 after serving about 11 months of his 16-month jail term. The Immigration and Checkpoints Authority (ICA) told The Straits Times on July 8 that Wang, 35, has been barred from re-entering Singapore. The Cypriot national, who was originally from China, was sentenced to 16 months’ jail in June after pleading guilty to one money laundering charge. He agreed to forfeit more than $49 million of his assets to the state. On July 2, Minister of State for Home Affairs Sun Xueling said in Parliament that, while those with multiple passports can indicate which country they would like to be deported to, Singapore will deport them to countries most likely to accept them. Wang’s deportation means that nine of the 10 convicted in Singapore’s largest money laundering case have left the country.

Eunos resident claims renovation debris from next door killed his 8 carps worth $5,000, burst his car tyres 4 times

Cracks in the ceiling, flat car tyres, dead fishes. A homeowner in Eunos has had enough of the damage he has to suffer because of his neighbour's renovation works.  Local philanthropist Lim Ah Boy, who lives in a landed estate at Jalan Kechot, told Shin Min Daily that his neighbour started renovation works more than a year ago.  The 60-year-old claimed that no protective barriers were put up, resulting in cement and gravel falling into his yard. The debris polluted his carp pond, causing the death of his eight fishes, he alleged. Explaining that carps are sensitive creatures, he said: «When the water is polluted, they become uncomfortable and jump out.» Lim, who has been raising his Japanese carps for five to seven years, paid $5,000 to $6,000 for them. One died in February, four more died in March, and the rest are also dead now, he said. «I'll stop rearing carps for now, until my neighbour has completed his renovation. It breaks my heart to see my fishes die.»

Seychelles' entrepreneurs learn how to integrate UN SDGs in operations 

Entrepreneurs in Seychelles are attending a training in which they are being introduced to the Sustainable Development Goal (SDGs) Impact Standards to help them align their operations with the United Nations SDGs. This will help them contribute to national development goals and global sustainability objectives. The two-day training taking place at the Savoy Resort and Spa was officially launched on Monday and is being conducted by two experts from the United Nations Development Programme (UNDP), Amit Achameesing and Yugen Pillay. It is being done in collaboration with the Seychelles Investment Board (SIB). The UNDP is partnering with SIB to prepare selected enterprises to increase the likelihood that they are operating sustainably and contributing positively to the SDGs. Utilising the SDG Impact Standards, as voluntary management standards designed to guide organisations on their sustainability journeys, will prepare them for the forthcoming SDG Impact Assurance Framework and SDG Impact Seal. «Our goal is to underscore the importance of collective action in driving sustainable development. It is heartening to see strong representation from both the public and the private sectors, demonstrating a shared commitment to sustainability and responsible business practices,» said the UNDP resident representative, Amanda Serumaga UNDP launched the SDG investor map for Seychelles in 2023, which provides insights into investment opportunities and their potential returns, and highlights the private sector's role in financing sustainable development. To build on the investor map findings, UNDP will implement an SDG investment pipeline programme to facilitate capital deployment into scalable SDG-aligned opportunities. The Minister of Investment, Entrepreneurship and Industry, Devika Vidot, said this initiative is aimed at unlocking further capital in aligning business operations with SDGs. «This effort is part of a broader movement to transform the global financial system and the ways in which public and private sectors interact across economic, social and environmental SDGs,» she added.   During the training, those present will learn how their respective companies can effortlessly align their corporate strategies and goals, through their internal operations to support the country in attaining its SDGs. «These standards are voluntary but they are designed to guide enterprises on their sustainability journeys, ensuring that their operations not only create value but also contribute positively to the SDGs,» said Vidot.
