PHV driver who bragged he was 'lucky' after raping drunk passenger gets jail

SINGAPORE — A private-hire driver took advantage of a drunk passenger after she fell asleep in his car by pulling her skirt up and recording images of her body, which he then sent to his friends. Mohammad Noorandy Wahid then raped the 31-year-old woman at a deserted spot, and bragged to one of the friends he was «lucky» she had been unconscious. On May 17, the 39-year-old, who is married, was sentenced to 11 years' jail and nine strokes of the cane after he pleaded guilty to one charge of rape and one charge of distributing voyeuristic images. The offences were committed in the early hours of Feb 27, 2020. Another seven charges were taken into consideration during sentencing. At the time, Noorandy was a delivery driver who rented a Mercedes-Benz S300L to work as private-hire driver with ride-hailing company Ryde at night. Deputy Public Prosecutor Tan Pei Wei told the High Court that Noorandy occasionally drove the woman and her friends from club to club. He became acquainted with her in December 2019 after he approached her and her friends who were waiting outside a club for a taxi.

Seychelles' government proposes fixed date of Sept. 27 for presidential and parliamentary elections in 2025

Presidential and legislative elections in Seychelles will take place on September 27, 2025, if a proposed 11th amendment to the Constitution on a fixed date for elections is approved by the National Assembly. Vice President Ahmed Afif made the statement on Thursday during a Cabinet decisions briefing with reporters on Wednesday. The proposed amendment establishes a fixed date for Presidential and National Assembly elections, and other amendments. Afif said the formula that will used is to «take the last day of the President's mandate, like in the case of President Ramkalawan, he was sworn on 26th October 2020. So his mandate ends on the 25th of October 2025. So to have the date for new elections you take the 25th of October and you go back five weeks and on the Saturday of the last five weeks will be the date of the next elections.» Using the formula, the date for the elections in 2025 will be September 27 if approved by the National Assembly. Another amendment proposed is if a President dies or falls ill and cannot complete his or her mandate, Afif said, «The Vice President will continue in the place of the President until the end of the term.» If a President resigns or is removed from office for gross misconduct or violation, Afif said the Vice President will take over for a period of time probably around three months until new elections are held. He stressed that «If the Vice President takes over for two-thirds of the Presidential mandate that will count as a term for the new President.» Also included in the amendment is if a President resigns, the person cannot contest an election in the immediate next election but can do so in future elections. Afif explained that this is because a President in office can use an opportunity to resign in anticipation of something happening in the coming years but then stand as a candidate in the next election. The amendment proposed also removes the time limit set for a person to take legal action against a President after he or she is no longer in power. Afif said the current law states that legal action against a former can only be done three years after leaving office. This will be removed so a lawsuit can be made against a President anytime after the person is no longer in power.

Changi Airport launches automated immigration clearance for all travellers

When businessman Atul Sethi landed at Changi Airport after his flight from New York on Thursday (May 16), the Indian national was pleasantly surprised that it took him less than a minute to clear immigration.  All thanks to the new Automated Border Control System (ABCS), which was launched at Changi Airport in early May.  Under the new system, all incoming travellers, regardless of nationality, can now use automated clearance lanes, where they insert their passports into a machine for scanning and undergo a biometric scan.  Previously, the lanes could only be used by Singapore residents and passport holders from 60 jurisdictions. Sethi, 46, who arrived at Terminal 3 and was laying over in Singapore, told reporters: «It is delightful, coming to Singapore and using the new facilities. After staying in the US immigration line for an hour, it was a pleasure to [clear immigration so quickly here].» The ABCS, which has been progressively installed, will replace the current automated lanes and manual counters.  The new lanes are expected to reduce immigration clearance time at the passenger halls by about 40 per cent.

Girl living in Circuit Road wet market stall to stay with foster parents: MSF

SINGAPORE — The Ministry of Social and Family Development (MSF) has found foster parents for the 15-year-old girl who lived in a wet market stall for 11 months. The girl, who relieved herself in pails in the Circuit Road Market and Food Centre stall her father rented, will be discharged from hospital and be put in foster care by the end of May. An MSF spokesman told The Straits Times on May 17 that any contact between the girl and her father while she is in foster care will be closely supervised. Her father, 63, is assisting with investigations into ill-treatment of a child or young person by neglect under the Children and Young Persons Act. Those convicted can be jailed for up to eight years, fined up to $8,000, or both. The MSF spokesman said the child's safety and stability are the ministry's main considerations when matching any child with suitable foster parents. Said MSF: "In this case, the foster parents must be able to manage a child with developmental needs.
