In July 2023, the European Commission tabled a package of proposals aimed at greening freight transport. One of these proposals focuses on improving the use of rail infrastructure capacity. The proposed text suggests changes to the rules governing the planning and allocation of railway infrastructure capacity, which are currently outlined in Directive 2012/34/EU and Regulation (EU) No 913/2010. The goal of the changes is to enhance the management of rail infrastructure capacity and traffic so as to improve service quality, optimise railway network usage, increase traffic capacity and enhance the transport sector's contribution to decarbonisation. In the European Parliament, the file was referred to the Committee on Transport and Tourism (TRAN), which appointed Tilly Metz (Greens/EFA, Luxembourg) as rapporteur. The TRAN committee adopted its report on 4 March 2024. Parliament adopted its first-reading position during its March 2024 plenary session. Following the European elections, the TRAN committee voted on 7 October 2024 to start interinstitutional negotiations. Fourth edition. On 1 March 2023, as part of the road safety package, the European Commission published a legislative proposal to help ensure EU-wide application of driving disqualifications. The proposal calls for increased cooperation, harmonisation of legislation, simplification of information exchange, capacity building, and improved public awareness efforts. In order to prevent impunity due to a lack of legislation, the proposal sets out rules to allow better EU-wide enforcement of driver disqualification decisions when drivers commit major traffic offences outside their own country. In the European Parliament, the Committee on Transport and Tourism (TRAN) is responsible for the file (rapporteur: Matteo Ricci, S&D, Italy). The TRAN committee adopted its report on 29 November 2023. On 6 February, the Parliament voted in plenary on its first-reading position on the file. Seychelles and India have signed an agreement for better training opportunities and information sharing between the Auditor General's Offices of the two countries. The agreement was signed on Monday by the Seychelles' Auditor General, Gamini Herath, and the Comptroller and Auditor General of India, Chandra Murmu. The agreement will provide the two institutions with a collaboration platform for the exchange of knowledge and experience amongst auditing professionals to develop the capacity for carrying out audits Speaking to those attending the event, Herath stated that it was his «sincere hope that the MoU we are signing today will pave the way for better training opportunities, information sharing, exchange of fruitful ideas and sharing resources between our two SAIs (supreme audit institutions).» The two entities have been working together for over 40 years and over 50 auditors from Seychelles have been trained through the Indian Technical and Economic Cooperation programme (ITEC). Herath added that many of those trained have shared their expertise in both the public and private sectors. Furthermore, Murmu stressed the importance of audit institutions and their adherence to international standards. Both countries are members of the Supreme Audit Institutions (SAI) as well as the International Organisation of Supreme Audit Institutions (INTOSAI). Chandra, who has been on an official visit to the small island state, also met the Speaker of the National Assembly, Roger Mancienne, and the head of the Finance and Public Accounts Committee (FPAC) in the National Assembly, Sebastien Pillay, who is also the Leader of the Opposition in the institution.

HDB unveils development plans for Sembawang North and Woodlands North Coast, including 12,000 flats

About 14,000 private and public homes are planned for new estates in Sembawang and Woodlands, National Development Minister Desmond Lee announced on Tuesday (Oct 21). The first two Build-To-Order (BTO) housing projects will be launched next year, he added. Speaking at the yearly HDB Awards ceremony on Tuesday, Lee said that the government will «help Singaporeans fulfil their home ownership aspirations» by maintaining a stable supply of homes to meet «broad-based demand». About 10,000 new homes will be built in Sembawang North, a 53-hectare site within Sembawang town, according to HDB in a press release. At least 80 per cent, or 8,000, will be set aside for public housing. Future residents of Sembawang North can look forward to connectivity initiatives such as the Community Wharves Link - a network of pedestrian connections which will link public housing estates. New recreational, community and commercial facilities - including a neighbourhood centre with retail and dining options - will also be built in the area.

The church bells will ring for two familiar faces in Singapore come 2025.  Workers' Party (WP) chair Sylvia Lim and former national striker Quah Kim Song will tie the knot in January.  Lim, a Catholic, told CNA that the ceremony «will take place in (a) church, in the presence of family members».  In an interview with AsiaOne, Quah, also a Catholic, shared that their marriage will be solemnised at the St Mary of the Angels in Bukit Batok. Lim was a member and cantor in that church's choir, according to the Catholic News in 2014. «We have been together for 12 years.  »It has been blissful, blessed and wonderful, (so) we decided to tie the knot and journey together all the way", said Quah.  The couple reportedly met at a WP variety show in January 2013. Since then, Quah, 72, has often been featured in Lim's Instagram posts.  Quah is a widower, and Lim has never been married.
