SINGAPORE — The National Environment Agency (NEA) overpaid a project partner by $0.53 million for the operation of a waste-to-energy plant from December 2021 to January 2025.This occurred as NEA did not check with the partner on an update of the project's financial model, which would have included necessary adjustments to costs. It only did so when the Auditor-General's Office (AGO) asked about it in August 2024.This was noted in the AGO's annual report released on Sept 9 that highlighted key lapses by various ministries and public agencies for the 2024 to 2025 financial year.NEA's project partner was required to provide waste incineration services to NEA for a period of 25 years from 2021 to 2046. It had to submit a financial model incorporating the cost, funding, operating and technical assumptions, and update it within 30 days when it found out certain costs like the land lease premium and grid connection costs — which AGO found the partner had known since 2018.With the eventual update of the financial model, NEA estimated that it would pay $1.73 million less for the remaining contract period from February 2025 onward.
A 29-year-old man was arrested at Woodlands after being caught with over 1,400 cartons of duty-unpaid cigarettes.The Indian national was arrested on Aug 27 during an enforcement operation at Woodlands Terrace, said Singapore Customs in a press statement on Tuesday (Sept 9).During the operation at the back lane of the industrial estate, Singapore Customs officers noticed the man transferring a black trash bag between two Singapore-registered trucks. The officers then conducted checks and found 122 cartons of duty-unpaid cigarettes in the first truck.Some 1,323 cartons and 16 packets of duty-unpaid cigarettes were also found in the second truck.In total, Singapore Customs seized 1,445 cartons and 16 packets of duty-unpaid cigarettes, in addition to the two trucks involved. The total duty and Goods and Services Tax (GST) evaded amounted to around $156,693. Investigations revealed that the man had been allegedly instructed to transfer part of the duty-unpaid cigarettes from the second truck to the first truck for delivery. Court proceedings are ongoing against the man, said Singapore Customs.

Three Children Killed in House Fire in Burco, Somaliland Hargeisa (HOL) — Three siblings were killed in a house fire on Monday afternoon in the Jarmalka neighborhood of Burco, the capital of Somaliland’s Togdheer region, residents and witnesses said. The blaze broke out around 1:00 p.m. while the children’s mother had briefly left the home to charge her phone at a nearby shop. By the time she returned, the house had been engulfed in flames. Witnesses told local media that one child was trapped inside the burning house, while two others were pulled out alive but later died from their injuries. “I was sitting here, next to the house, and I smelled the fire and ran away. There was nothing we could do about it, and the fire department arrived too late,” one neighbor told an online channel. “The children burned for about three hours.” Residents blamed Burco’s fire service for failing to respond quickly, saying fire brigades are often stationed in only one area of the city and struggle to reach emergencies on time. This is not the first such incident in the neighborhood. Locals say previous fires have also caused damage and casualties, underscoring concerns about the city’s emergency preparedness.

Malta's national recovery and resilience plan (NRRP) had an initial value of €344.9 million, while its amended plan is worth €336.3 million. Under the EU's Recovery and Resilience Facility (RRF), at the core of the Next Generation EU (NGEU) instrument, Malta's RRF grant allocation decreased from €316.4 million to €258.3 million. In April 2023, Malta submitted a request to amend its NRRP, to which it added a new REPowerEU chapter with an additional grant allocation of €30 million. It also requested to transfer a portion of its share of the Brexit Adjustment Reserve to its plan (€40 million). With these funds, and cutting some measures, the overall EU financial contribution to the amended plan amounts to €328.2 million in grants, with the rest to be covered by national means. A 2025 revision of the plan did not affect the total allocation. While in nominal terms, Malta has the second smallest allocation, it ranks higher in terms of RRF grants per capita. The value of Malta's grants under the RRF equals about 2.3 % of its 2019 gross domestic product (GDP), less than the average for the EU overall (the RRF equals 5.2 % of EU-27 GDP in 2019). So far, Malta has received pre-financing (including REPowerEU) and three regular payments. The total disbursements stand at €215 million, or 65.5 % of its allocation (the EU average is 55.6 %). The plan takes account of the Council's 2019 and 2020 country-specific recommendations, and aligns with both national economic and investment plans and funding under EU cohesion policy programmes for the 2021-2027 period. The plan's overall objective is to contribute to sustainable, equitable, green and digital recovery, embracing major common EU challenges. The amended plan has a stronger focus on the green transition, devoting 68.8 % of the funds to it (up from 53.8 % in the original plan), making Malta's NRRP one of the greenest; 26.2 % of the amended plan (excluding the REPowerEU chapter), or 20.6 % (including the chapter), will contribute to the digital target. The European Parliament participates in interinstitutional forums for cooperation and discussion on the implementation of the RRF, and scrutinises the European Commission's work.
