Von einzelnen Normen des Denkmalschutz, Naturschutz-, Immissionsschutz- und Wasserrechts aus entwickelten sich nach dem 2. Weltkrieg große umweltrechtliche Kodifikationen wie das Wasserhaushaltsgesetz und das Bundes-Immissionsschutzgesetz (die Gesamtkodifikation in einem Umweltgesetzbuch scheiterte 2009). Europäisierung und neue Bereiche wie Boden- und Klimaschutzrecht ließen das deutsche Umweltrecht weiter wachsen und machen es omnipräsent in Wirtschaft und Gesellschaft. In den 1990er Jahren traten in Bund und Ländern verfassungsrechtliche Regelungen hinzu, die Umweltschutz zum Staatsziel machten, aber lange keine große Wirkung zeigten.
