The revision of the animal welfare legislation announced by the Commission in May 2020 is a core element of the farm to fork strategy. It includes the revision of Council Regulation (EC) N° 1/2005 on the protection of animals during transport. The aim is to ensure harmonisation of rules for effective enforcement and implementation, the core challenge being to strike a balance between ethical, economic, environmental and social considerations. The transport of billions of animals within and outside the EU has considerable economic benefits, but it also has a major impact on public health, the environment and society, and increasingly triggers public attention around ethical considerations. Various stakeholders and the public demand better implementation of the existing rules, question practices such as the export of live animals, and ask for alternative solutions. This briefing provides an overview of the main issues raised by the application of the current Council Regulation and matters surrounding its revision in light of the Commission's 2022 fitness check on animal welfare legislation and other reports published by European institutions. It highlights, when possible, Member States' positions. In December 2023, the Commission presented its new proposal, with a view to replacing and updating Council Regulation (EC) No 1/2005. This document is part of a series of Comparative Law studies that analyze the freedom to conduct a business in different legal orders around the world. After a brief historic introduction and a presentation of applicable legislation and case law, the content, limits and possible evolution of this freedom are examined. The subject of this study is Canada’s federal legal system. While the freedom to conduct a business is a common law right, it does not possess supralegislative status. Nevertheless, various constitutional rules — including those arising from Canada’s federal structure and from the Charter of Rights — afford a degree of protection to businesses and to business activities. The study notes the pervasive influence of federalism on business regulation in Canada. The rules allocating responsibility between the Parliament and the provinces do not affect only the level of government at which regulatory laws are enacted, but also affect the form and content of those laws.  RIYADH: Saudi aid agency KSrelief, has cleared 755 mines across Yemen, reported Saudi Press Agency. The Masam Project, dedicated to clearing land mines in the country, dismantled 755 devices during the fourth week of June. This included 707 unexploded ordnances, 47 anti-tank mines, and one explosive device. Since the beginning of the project, a total of 449,068 explosives have been cleared. Through KSrelief, the Kingdom has committed to ridding Yemeni lands of all explosives.

US Secret Service provides training in cybersecurity to Seychelles' tech professionals 

Information, communication, and technology professionals from various sectors in Seychelles will soon be better equipped to tackle matters relating to cybercrime and cybersecurity. The professionals are attending a two-day training in Africa cybersecurity, cybercrime and critical infrastructure protection that began on Monday at the Military Training & Support Centre at Perseverance.   The United States Secret Service is conducting the training and will provide various expertise and resources to ensure the trainees capture as much information as possible. «The Secret Service plays a key role in all three aspects of this training and what we are bringing to Seychelles this week is experience and knowledge on a global scale, when it comes to transnational cybercrime and the protection of critical infrastructure, as it relates to 16 various components in the U.S. and I imagine here in Seychelles as well,» said Michael Burgin, the U.S. Secret Service Country Attache. The training is being done to ensure that as Seychelles continues to move many government services to digital platforms, all security measures are in place to make the transition as smooth as possible. «As we navigate through the digitalisation of government services and embrace the advancements of the digital era, it is paramount for us to strengthen our efforts in securing and safeguarding our cyberspace and protecting our virtual borders against threats that lurk in the shadows,» said the Minister for Internal Affairs, Errol Fonseka. He added that in a world where technology reigns supreme, the need for robust cybersecurity measures cannot be emphasised enough. «Today, as we gather to delve into the intricacies of cyber security, cybercrime detection, prosecution and deterrence, let us forge a collective resolve to combat these threats head-on,» added Fonseka. «It is of utmost importance that we address these emerging challenges in the cyber realm in order to protect our nation, secure our virtual borders, and prevent further exploitation,» said the minister. Among the sectors represented at the training include banking, the Department of Information Communications Technology (DICT), the Seychelles Revenue Commission (SRC), the Seychelles Police Force, and the Department of Immigration, among others.

A woman has accused a massage parlour in Bugis of shirking responsibility after she suffered painful burns and peeling skin following a TCM treatment conducted there. The customer, surnamed He, 24, had visited an unnamed foot massage parlour located along Jalan Sultan at around 3pm on May 10, reported Shin Min Daily News. Under the therapist's recommendation, He decided to undergo a moxibustion treatment, a TCM therapy which involves the burning of herbs on or near the skin.  In the treatment room, the herbs are placed into two metal containers attached to a flexible stand. These containers are placed above the customer lying down on the treatment bed. On the day of the incident, He said that the flexible stand suddenly collapsed after the therapist left the room to retrieve an item. The hot metal container fell onto her exposed skin, and the ash inside spewed all over her body, causing burns on her back and legs. «I jumped up immediately,» she recounted. «I've never experienced this much pain before, it nearly killed me.»

Motorcyclist killed after being trapped under bus on BKE

SINGAPORE — A 23-year-old motorcyclist died after he was trapped under a bus on June 30. The police said they were alerted to the accident along Bukit Timah Expressway (BKE) towards Woodlands Checkpoint at 2.10pm. The motorcyclist was rescued using hydraulic rescue equipment and was taken to Khoo Teck Puat Hospital, said the Singapore Civil Defence Force (SCDF). The police added that the motorcyclist was taken conscious to the hospital, where he subsequently died.  Police investigations are ongoing. Videos posted on social media show SCDF officers and members of the public trying to help the victim, who was trapped under the right side of the bus. The Straits Times understands that it is not a local bus. Traffic accidents claimed the lives of 136 people in 2023, a 25.9 per cent jump from the 108 deaths in 2022. The 136 fatalities figure is the highest since 2016, when there were 141 deaths. In the Traffic Police's (TP) annual statistics report released on Feb 20, 2024, motorcyclists and pillion riders accounted for half of all road fatalities, while elderly pedestrians made up nearly 20 per cent.

A private-hire driver was caught on camera backing his car into the security guards of a condominium in Eunos. A video shared by Facebook group SG Road Vigilante last Sunday (June 30) shows the incident, which took place around 8pm at the entrance of Parc Esta at Sims Avenue. Two security guards are seen pushing the Toyota Prius from the rear, before one of them opens the car door to stop the driver. Another guard is recording the incident with his phone. The driver later exited the vehicle and got into a heated altercation with five guards.  “You are wasting my time. I am just here to drop my passenger, not to serve you,« he yelled. The driver can also be heard hurling vulgarities at the guards.  One guard told the driver that the police are arriving soon. The dispute apparently started when the driver, who was driving a resident into the condo, was stopped at the entrance for security checks, according to the Facebook post. »The resident took a while to look for the card key, but the driver lost his temper and allegedly screamed 'you're wasting my time'," the post read.
