On 12 December 2023, the Commission published the defence of democracy package, which includes a proposal for a directive establishing harmonised requirements on transparency of interest representation carried out on behalf of third countries, as well as two proposals for Council recommendations, one on inclusive and resilient electoral processes in the Union, and one on promoting the engagement of citizens and civil society organisations in public policymaking. The majority of Member States have already adopted legislative or non-legislative measures to regulate interest representation activities in general, with several of them having also established specific registers.
