Possible overpayments, weakness in controls among lapses flagged in AGO report

Singapore's national auditor has flagged several public agencies for lapses in areas such as procurement and contract management, in its latest annual audit of the government's accounts. The Auditor-General's Office (AGO) had carried out audits and issued unmodified opinions on the government financial statements of 16 ministries and eight organs of state. The same was done for the financial statements of three statutory boards, four government-owned companies and two other accounts. Selective audits were carried out on five statutory boards and three government funds, along with a thematic audit on selected parenthood support measures. In a report released on Wednesday (July 17), the AGO found lapses in procurement and contract management in four agencies. They are the National Parks Board (NParks), the Ministry of Education (MOE), the Building and Construction Authority (BCA), and Sentosa Development Corporation (SDC). Sport Singapore (SportSG) and Nanyang Polytechnic (NYP) were found to have revenue and collection lapses, while BCA recorded lapses in grant management.

‘I was screaming in pain’: Woman suffers 2nd-degree burns after staff dropped hot soup on her at Novena eatery

One woman's dinner at a Novena mall last Sunday (July 14) ended abruptly after an employee at the restaurant dropped a bowl of hot soup on her lap. The incident, which occurred at a Yakiniku Shokudo outlet in Square 2, left Jen, 40, limping to the nearby Tan Tock Seng Hospital (TTSH). «I yelled and cried on the way there. I was really in pain,» the healthcare worker, who declined to give her full name, told AsiaOne. At the A&E department, she was treated for second-degree burns on her thighs and given five days of medical leave. Doctors had told her to expect pain and swelling in the burned area, as well as weakness in the legs.  Unfortunately, while resting at home, Jen fell in the toilet and had to go the hospital again. This time, she had a fractured thumb.  Recounting the scalding incident, Jen said that she went to the Japanese eatery after work, where she ordered barbecued meat and hot soup.  While waiting for the food to arrive, she was watching a Korean drama on her phone. A while later, a waiter carrying a bowl of soup approached her table.

Briefing - Medical Devices and In Vitro Medical Devices Regulations: Transitional provisions - 17-07-2024

In January 2024, the European Commission put forward a proposal for a regulation amending Regulations (EU) 2017/745 and (EU) 2017/746, to give manufacturers more time to apply the EU legislation on, respectively, medical devices and in vitro diagnostic medical devices (IVDs), without compromising safety requirements. On 25 April 2024, to avoid shortages, the European Parliament adopted its position at first reading under the urgent procedure, by an overwhelming majority. The Council adopted its position on 30 May 2024. The final act was signed on 13 June 2024 and published in the Official Journal of the EU on 9 July 2024, day of its entry into force. IVDs are non-invasive tests used on biological samples (such as blood, urine or tissues) to determine the status of a person's health. A considerable number of IVDs currently on the market do not yet comply with the new rules adopted in 2017, nor have they been replaced by new devices. The situation is especially critical for high-risk IVDs, used, for example, to test for infections in blood and organ donations. The regulation aims to address risks of IVD shortages in the EU and speed up the launch of some elements of the European database on medical devices (Eudamed). Second edition. The 'EU Legislation in Progress' briefings are updated at key stages throughout the legislative procedure. Source : © European Union, 2024 - EP
