An 18-year-old male was charged on Friday (Oct 17) for allegedly trafficking e-vaporiser pods suspected to contain etomidate, a potent sedative-hypnotic drug.In a statement released on Friday, the Health Sciences Authority (HSA) said that on Oct 16, Immigration and Checkpoints Authority officers detected suspected etomidate-laced e-vaporiser pods in a vehicle belonging to the alleged offender, Kwek Rui An Rayern.Authorities seized two e-vaporisers and 127 suspected etomidate pods from the vehicle, while another five pods were later recovered from his residence in Bedok.The seized items are currently undergoing laboratory testing for etomidate and investigations by HSA are ongoing.According to HSA, the case has been adjourned to Oct 24.

Seventy-four persons were arrested for suspected drug offenders during a five-day island-wide anti-drug operation from Oct 13 to 17.Areas such as Ang Mo Kio, Balestier, Clementi, Punggol, Woodlands and Yishun were covered during the operation, the Central Narcotics Bureau (CNB) said on Friday (Oct 17).A total of about 2.5kg of cannabis, 158g of ketamine, 76g of heroin, 73g of ‘Ice’, 12g of ‘Ecstasy’, 40 Erimin-5 tablets and numerous vape related products including 42 e-vaporiser pods believed to contain etomidate were seized.The drugs seized are estimated to be worth more than $68,000, said CNB, adding that the heroin, ‘Ice’ and cannabis seized could potentially feed the addiction of 436 abusers for a week.Over 2.3kg of cannabis seized at YishunOn Oct 13, CNB officers arrested a 36-year-old Singaporean in Yishun for suspected drug trafficking offences.He was travelling along along Yishun Avenue 1 when he was arrested, and a search of his motorcycle yielded about 2.3kg of cannabis, 156g of ketamine, 11g of ‘Ice’, 11g of ‘Ecstasy’, 40 Erimin-5 tablets, and drug paraphernalia.

The European Union controls the export of dual-use items and technologies that can be utilised for both civilian and military purposes. This stems from international obligations to counter the proliferation of items with potential military use. Entities planning to export these items need to obtain authorisation. These controls are administered and enforced at Member State level. Current Regulation (EU) 2021/821 sets common rules on the control of exports, brokering, technical assistance, transit and transfer of dual-use items. Annex I to the regulation, based on internationally agreed controls, lists the dual-use items requiring export authorisation. The Commission periodically amends the list of dual-use items through a simplified delegated regulation. Apart from this annex, which is binding in all EU Member States, the Commission publishes two other lists of export control measures to be taken by Member States. This parallel system means that the EU lacks a uniform, timely and effective control framework, required more than ever during these times of war on Europe's borders. At the same time, evidence shows that Western dual-use items are still feeding Russia's war machine, and the aggressor is hampering expansion of the scope of multilateral non-proliferation agreements. These factors led the Commission to include in its 2025 Annex I update items Russia prevents from being controlled multilaterally. Many experts consider this move an indication that the EU is consolidating powers in export controls to overcome this obstruction.
