Briefing - EU support for Ukraine for 2026-2027 - 06-02-2026

On 18 December 2025, the European Council agreed to a €90 billion loan to Ukraine to cover the country's financial needs in the years 2026 and 2027. The European Commission has subsequently presented three legislative proposals to implement the European Council's decision: (i) a proposal for a €90 billion Ukraine Support Loan financed by the EU except for Czechia, Hungary and Slovakia; (ii) a proposal to amend the Ukraine Facility to use it for the disbursement of the new loan; and (iii) a proposal to amend the EU's multiannual financial framework to use it as a guarantee for the loan, and to finance the grants used for the borrowing cost subsidy. The loan will be financed through EU borrowing on the capital markets backed by the EU budget's headroom. The EU budget will pay for the interest rates and other associated costs for Ukraine. While €30 billion of the loan are meant to support the Ukrainian budget, €60 billion will be used to strengthen Ukraine's defence capabilities. The Commission proposal stipulates that defence products financed from the loan should, in principle, originate from the EU, European Economic Area, European Free Trade Area and Ukraine. Only if products are not available there, or cannot be delivered fast enough, can products from other third countries be bought. In the past, Article 41(2) of the Treaty on European Union had been seen as an obstacle to financing weapons and military equipment from the EU budget. However, as the proposed Ukraine Support Loan is based on Article 212 of the Treaty on the Functioning of the European Union, the rules on the EU's common foreign and security policy do not apply. A well-loved community cat in Everton Park was allegedly held down by a man who cut off patches of its fur with a pair of scissors. Closed-circuit television footage of the incident, which purportedly went on for six minutes, was posted on Sunday (Feb 8) on Instagram by @timmytheblackcat_, a page dedicated to the black cat named Timmy. In the video, a man dressed in a brown T-shirt and shorts is seen approaching Timmy wearing gloves and holding onto a pair scissors. The man then grabs Timmy — who was sitting in its usual sleeping spot — and pins it down, before he snips the cat's fur. The man continued to cut Timmy's fur despite the cat struggling to break free from his hold, the user captioned in the video. Timmy later leapt out of the spot to flee but the man chased after the feline. After dusting off his scissors, the man was seen turning back to chase after Timmy again but it ran away to hide in the drain. AsiaOne has reached out to @timmytheblackcat_ for more information. This is not the first time that Timmy has been harassed.

From the campaign trail to the streets, former People Power Party (PPP) candidate Samuel Lee has been spotted working as a food delivery rider. In a photo shared on Reddit on Thursday (Feb 5), Lee can be seen clad in a dark green tank top delivering a meal. «Was as hungry at work and ordered some food and why is the delivery man the 'look left look right' politician,» wrote the poster. Lee first performed his rendition of the song «look left, look right» at a press conference during the 2025 General Election, adapting it from the classic Chinese song A Tiny Bird. Based on the receipt shown in the photo, Lee is believed to have been working for Grab at the time. Responding to queries from MS News, Lee confirmed that it was him in the photo but said he was unsure of when it was taken, adding that he found the situation amusing.

13 people were taken to hospital following an accident involving two buses at a bus stop in Sengkang on Monday (Feb 9). Photos of the aftermath online showed a double-decker bus with its front windshield shattered. Responding to queries from AsiaOne, the police and Singapore Civil Defence Force (SCDF) said they were alerted to the accident along Sengkang East Road towards Buangkok Green at around 11.15am. A 68-year-old male bus driver, along with passengers aged between 24 and 81, were taken to hospital conscious, said the police. SCDF said it sent 12 people to Sengkang General Hospital, and one person to Khoo Teck Puat Hospital. In a statement, public bus operator Go-Ahead Singapore said its bus service 104 was involved in an accident at a bus stop outside Sengkang Community Hub and that it is cooperating with the relevant authorities on their investigations.
