고유가로 인한 서민층 부담을 덜기 위해 정부가 소득 하위 70% 국민에게 지급하는 2차 고유가 피해지원금 신청자가 1500만 명에 육박한 것으로 나타났다.21일 행정안전부에 따르면 전날 자정 기준 2차 고유가 피해지원금 신청자는 1495만9000명으로 집계됐다. 전체 대상자 대비 신청률은 45.7%, 누적 지급액은 2조12억 원이다. 2차 지원금은 18일부터 접수 및 지급이 시작됐다. 기초생활수급자와 차상위계층, 한부모가족 등을 대상으로 지난달 27일부터 지급을 시작한 1차 지원금은 누적 302만7000명이 신청해 대상자 대비 신청률 93.7%를 기록했다. 지급액은 1조7191억 원이다.1·2차 지원금을 합한 전체 신청자는 1798만6986명으로 전체 지급 대상자(3592만9596명)의 50.1% 수준이다. 지금까지 지급된 지원금은 총 3조7204억 원이다.신청 수단별로는 신용·체크카드가 1206만3300명으로 가장 많았다. 이어 지역사랑상품권 모바일·카드형 292만9690명

경기 평택을 국회의원 재선거에 출마한 더불어민주당 김용남 후보가 가족 법인을 동원해 수십억 원대 토지를 우회 취득했다는 의혹이 제기됐다.21일 대법원 등기정보광장과 중앙선거관리위원회 후보자 명부 등에 따르면 김 후보 가족이 주주인 법인은 2024년 10월 23일 경기 용인시 처인구 원삼면의 토지 4486㎡(약 1357평)를 48억2000만 원에 매입했다. 김 후보는 총 6만 주인 이 법인의 주식 중 절반인 3만 주를, 아들과 딸은 각각 25%(1만5000주)를 보유했다. 김 후보 가족이 100% 주식을 보유한 가족법인인 것.이 법인은 지난달 4일 지목을 대지로 변경한 후 지상 2층 규모의 임대형 기숙사 건물을 신축했다. 용인 반도체 클러스터 일반산업단지에서 차량으로 약 10km 떨어진 곳으로 인근 공인중개사무소 관계자는 “노동자 주거공간이나 협력 업체 업무 시설 등으로 활용하기 위한 목적인 것 같다”고 했다. 김 후보는 이 법인에 35억1250만 원을 빌려줬다고 중앙선관위에 신고

Since the entry into force of the Lisbon Treaty in 2009, the European Union has been under a clear legal obligation to accede to the European Convention on Human Rights (ECHR). More than a decade later, that obligation remains unfulfilled. Consequently, while individuals may bring applications before the European Court of Human Rights (ECtHR) against EU Member States, when an EU Member State violates their human rights, they cannot bring applications directly against the EU itself. The EU's accession to the ECHR raises complex constitutional and institutional questions, particularly concerning the autonomy of EU law, the essential characteristics of the EU legal order and the jurisdiction of the Court of Justice of the European Union (CJEU). In 2013, a draft accession agreement was negotiated between the EU and the Council of Europe. However, in its landmark Opinion 2/13, the CJEU found that the draft agreement was incompatible with EU law. Accession negotiations resumed in 2020, culminating in a revised draft accession agreement in 2023. While the revised text appears to address all the objections raised by the CJEU in Opinion 2/13, questions remain, particularly in relation to the scope of the CJEU's jurisdiction in cases concerning the EU's common foreign and security policy. In September 2024, the CJEU delivered two rulings that may resolve the outstanding issues concerning the scope of its jurisdiction. Subsequently, in December 2025, the European Commission requested an advisory opinion from the CJEU on the compatibility of the 2023 draft agreement with EU law. That procedure is currently pending.
