Kjell Magne Bondevik, member of the World Leadership Alliance -Club de Madrid (WLA-CdM) and former PM of Norway, will lead a mission to Kyrgyzstan aimed at improving the access of disabled people to the labour market. PM Bondevik will support the efforts of local organization Center for Policy Initiatives (CPI), which promotes democratic reform in Kyrgyzstan and meet with several governmental ministers, WLA-CdM reported. The member of the WLA-CdM will participate in the National Conference on the Implementation of the Economic Rights of Disabled People, where a consensus-based Roadmap for Reform will be presented and discussed among the different stakeholders. Prime Minister Bondevik’s mission is organized within the framework of INSPIRED+, a policy dialogue initiative that is funded by the European Union. This shared effort seeks to raise awareness on the shortcomings of the current regulatory framework in relation to the economic rights of persons with disabilities and will gather different actors, including the Kyrgyz authorities, into a dialogue process that expands on the rights of the collective. There are approximately 178,000 disabled persons officially registered in Kyrgyzstan, who feel isolated from society due to insufficient legislation protecting their rights and ensuring their effective exercise. While the Kyrgyz legal code already targets people with disabilities, the law is not implemented effectively enough as to have a meaningful impact on their economic inclusion. PM Bondevik and the CPI will also advocate for the importance of ratifying the UN Convention on the Rights of Disabled People. On Wednesday 20, PM Bondevik will participate in the National Conference on the Implementation of the Economic Rights of Disabled People and on Thursday 21 he will meet with Prime Minister Mukhammetkaliy Abylgaziev, some Members of Parliament and have dinner with the Rotary Club; among other activities. This is not the first time that the WLA-Club de Madrid supports democratic development in Kyrgyzstan. We have offered advice on the conception of the current Kyrgyz Constitution. Roza Otunbayeva, who served as President during 2010-2011 is currently a member of the organization, the report said. INSPIRED+ is an action that is funded by the EU through the European Instrument for Democracy and Human Rights (EIDHR). The objective is to contribute through participatory and inclusive dialogue processes, to the effective implementation of the core UN and ILO conventions in eight (8) beneficiary countries of the EU Generalized Scheme of Preferences (GSP+). GSP+ provides an ideal framework to mobilize the key actors in each of the beneficiary countries and overcome the reluctance of governments to turn their processes of policy-making and adoption into participatory and inclusive processes. The beneficiary countries of the action are: Armenia, Bolivia, Cape Verde, Georgia, Kyrgyzstan, Mongolia, Pakistan, and Paraguay.
