Statement By Mr. Nebil Said, Counsellor, Permanent Mission Of Eritrea To The United Nations, During An Un Security Council Meeting 8322 New York, 30 July 2018

Mr. President; Distinguished Members of the UN Security Council; It gives me great honor to address this Council on behalf of the Eritrean people whose struggle to create a peaceful and cooperative neighborhood is a matter of historical record. Three generation of Eritreans had paid the ultimate sacrifices to establish a regional order based on international law, economic complementarity while mindful of the shared culture and history of the people. Mr. President, In recent weeks, the Horn of Africa has witnessed developments of historic proportion. Eritrea and Ethiopia have taken a bold step to end the state of war and open a new chapter of peace and friendship. This state of war that prevailed for the past two decades has had devastating consequences beyond the two countries and peoples. It obstructed meaningful cooperation and undermined regional mechanism of conflict prevention and resolution. The agreement between Eritrea and Ethiopia puts an end to this distorted regional order of enmity and competitions; and, opens a new horizon for sustainable peace and economic integration. It will strengthen the sub-regional conflict prevention and resolution mechanism. Moreover, today Eritrea and Somalia signed a Joint Declaration during the historic visit of H.E. Mohamed Abdullahi Mohamed to Eritrea. They have agreed to exchange ambassadors, forge political, economic, social, cultural, defense and security cooperation as well as join hands to address the hurdles of regional peace and security. The positive externalities of these developments to the entire region cannot be overstated. Mr. President, It long been evident that the sanction against the people of Eritrea cannot be justified in the name of maintaining international peace and security. The sanction is kept even though the pretexts for its imposition have proven false for years. In so doing, the Council did not contribute to peace and amity; to the contrary, it undermined and derailed regional cooperation for a decade. Within the emerging regional context, we find it inexplicable that the Council is discussing the sanction on Eritrea today. The most appropriate action should have been lifting the sanctions; thereby, indicating in unequivocal terms its support to the aforementioned positive developments. Eritrea welcomes a call by several countries, including Ethiopia and Somalia, for the lifting of the sanction. Eritrea finds it unacceptable that few members of the Council continue to set preconditions and change the goalpost. They intend to keep the political pressure on the people of Eritrea for reasons not related to the maintenance of international peace.  As in the past, it is clear that whatever Eritrea does in fulfilling its commitment towards the Council’s resolutions and despite the changes that the region witnesses, these members are unwilling to lift the unjustified punitive measures. Mr. President, The Security Council should not miss another opportunity to contribute positively to regional peace and security in the Horn of Africa and the Red Sea. What is at stake is the credibility of the Council in the eyes of the citizens of the region. By lifting the sanction immediately and unconditionally, the Council can send a positive message that it supports the desire of the citizens of the region to live in peace and economically thrive together. And that the Council is ready to accompany them on their arduous journey to remove the hurdles of regional integration. The other option for the Council is to maintain business as usual of placing preconditions, changing goalposts and keeping this politically motivated sanction without justification. The message to the citizens of the region will be that the Council is unwilling to walk in tandem with the regional developments and will continue to encourage spoilers seeking to undermine the unfolding peace and integration. On its part, Eritrea remains committed to double its efforts and join hands with countries of the region to ensure peace and accelerate the socio-economic progress of the Horn of Africa and the Red Sea region.I thank you, Mr. President.

Speech by President Isaias Afwerki at State Banquet Hosted in Honor of Somali President

Your Excellency Mohammed Abdullahi Mohammed President of the Federal Democratic Republic of Somalia, Distinguished Guests, Ladies and Gentlemen, I feel immense joy as I welcome – on behalf of the people and government of Eritrea - you, Mr. President, and your distinguished delegation to your home. The historical ties between the peoples of Eritrea and Somalia are intertwined with the civilizations that flourished in the Horn of Africa; the southern part of the Arabian Peninsula; and, North Africa prior to the advent of Western colonialism in the region. Furthermore and after the onset of Western colonialism, the interaction and bondage of friendship and solidarity of our two peoples was reinforced through various phases and forms of resistance to domination. In the Cold war period that ensued after decolonization, the solid ties between our two peoples reached its zenith to become the closest special relationship in the Horn of Africa. We are proud of this history. The respect of the people of Eritrea to the brotherly peoples of Somalia is indeed anchored on this profound historical appreciation. Dear Mr. President, Distinguished Delegates, We have learned a lot from the obstacles that were woven in the past decades after the end of the Cold War, as we all embarked – i.e. Somalia, Ethiopia, Eritrea and the Sudan – in earnestness on the path of nation building and when it was deemed that there was conducive climate for strategic regional integration. Cohesive nation building was eclipsed by ethnic and clan cleavages, and destruction; …economic development and prosperity were replaced by the scourges of poverty and hunger spurred by external pillage and internal thievery; …consolidation of independent and sovereign governments and institutions suffocated by micromanagement of anarchy through UN agencies and NGOs;…regional partnership and harmony supplanted by intractable border crises and strife; regional peace and stability based on internal resources and capabilities undermined by spiraling crises under the rubric of “peace keeping” etc. etc. The list is long. Under these bleak realities, interventionist and expansionist regional agendas in the name of religion; cultural intoxication under various extremist ideologies; terrorism; piracy; human trafficking, as well as trade in weapons and narcotics became the New Normal or “business as usual”. This New Normal continues to be peddled and propagated, day-in and day-out, through media outlets of lies and mendacity. The perplexing developments of the past quarter century, which essentially stemmed from the misguided policies of powerful countries, would not have materialized without the harmful role and complicity of domestic surrogates. But this epoch of crises, conflict and instability is not inherently sustainable. As such, it is nearing its end. We are indeed entering a new, transitional, phase. The people of Eritrea have demonstrated exceptional resilience to challenge and frustrate all forms of subversion directed at them. They have prevailed in spite of the transgressions and pressures to which they were subjected without let-up. The people of Ethiopia have triumphed over the politics of ethnic polarization and foreign subservience. They are marching forward at a rapid pace for the crystallization and consolidation of a correct national and regional policy framework. There is no doubt whatsoever that the people of Somalia will, as ever, be fellow travelers with the peoples of Ethiopia and Eritrea. Dear Mr. President, Let me re-affirm again my conviction on the decisive contribution of the Somali people in the crystallization of the lofty project that we are jointly working for. In this respect, I wish you the best of success in your serious endeavours to overcome all obstacles and promote all-rounded bilateral and regional partnership in the economic and security fields. I thank you

Distinguished People of Ethiopia Your Excellency, Dr. Abiy Ahmed AliI feel boundless joy as I convey to you the message of peace, love and good wishes of the people of Eritrea.  And, I congratulate you warmly for the successful and historic changes that you have brought about. We have triumphed over the toxic schemes of the past years aimed at sowing the seeds of hate, resentment and destruction.  These malignant acts are indeed anathema to our cultures as well as to our historical and cohesive interests.  We are now jointly embarking - with determination - on the path of development, prosperity and stability in all fields and fronts. We shall not tolerate any act that is aimed at disrupting and disturbing our love and harmony; assailing and terrorizing our peace and stability; and, impeding and destroying our development and growth. We are fully confident that through our joint endeavours, we will recuperate the losses inculcated in the past to achieve robust feats in the period ahead.Let me pay tribute again for the victory you have won through vigorous resistance and that has exacted heavy sacrifices.  I also wish to express my wholehearted support to Dr. Abiy; and, to his visionary and courageous leadership.  I wish him further success.I thank you
